Proposal Team Collaboration
Federal proposals are written by teams that rarely sit in the same building ā and often do not work for the same company. Monarch Space Systems, Inc. runs each pursuit inside a controlled proposal room: one place for the solicitation, the drafts, the review schedule, the assignments and the discussion, with access recorded and confidentiality executed before anything is shared.
Controls that come first

Membership is recorded per pursuit. A contributor added to one proposal cannot see any other. Files are held in private storage and released through short-lived, individually issued links.
Signatures before material
Outside consultants and subject-matter experts sign a nondisclosure agreement and a conflict-of-interest acknowledgement before a single document opens. Each signature is recorded with the document version, date, time and originating address, and cannot be altered afterwards.
A complete history
Membership changes, review movements, assignments and uploads are written to an append-only record. That record is what supports a debrief, a clarification cycle, or an audit of how the submission was produced.
Deadlines that chase the team
Question cut-offs, review dates and the submission date generate automatic reminders. Overdue assignments escalate to the capture lead and proposal manager without anyone having to notice.
The review track
Every pursuit follows the same sequence, aligned with Shipley and APMP practice. Each review answers a different question; skipping one moves the risk rather than removing it.

Representative task orders run as their own track
The representative task order ā the scored sample task inside the technical volume ā is managed as a separate room with its own lead, review cadence, and mock evaluation panel rather than as one more section assignment. It is the one part of the volume that demonstrates execution instead of describing intent, and it is scored across technical approach, staffing, schedule, risk, and mission assurance at the same time. Working with us on a pursuit
Primes, small businesses and independent subject-matter experts are brought into the workspace by invitation from a capture lead. Discussions that precede an invitation are held under a nondisclosure agreement.
