The Proposition
Prime contractors carry finite bid and proposal capacity. Competitions arrive in clusters, senior capture staff are committed elsewhere, and the volumes that decide an award are written under schedule pressure. Monarch Space Systems, Inc. exists in part to absorb that load.
On pursuits where the technical scope aligns with work Monarch Space Systems, Inc. is qualified to perform, the company will resource the capture and proposal effort as its own bid and proposal investment — capture management, volume leadership, compliance, technical authorship, pricing narrative, color team management, and production. In those arrangements, the prime and Monarch Space Systems, Inc. record an anticipated workshare scope in the teaming agreement before submission, expressed in staffed positions rather than a share of contract value.
This is an ordinary contractor team arrangement of the kind recognized under FAR Subpart 9.6. The government is not a party to it, the prime retains full authority over subcontract formation, and the arrangement is contingent on award, customer consent where required, and negotiated subcontract terms.

Fee-for-Service Proposal Support
Monarch Space Systems, Inc. provides capture and proposal support at agreed labor rates. No workshare intent is attached, and no element of compensation depends on the outcome of the competition.
Shared Investment
Where a scope of performance work is defined in the teaming agreement, Monarch Space Systems, Inc. carries a portion of its own bid and proposal cost and bills the remainder at rates. The defined scope is an expression of intent, not a condition of payment.
Capture Investment
On selected pursuits where the anticipated technical scope justifies it, Monarch Space Systems, Inc. resources an agreed portion of the capture and proposal effort as its own bid and proposal investment. The prime and Monarch Space Systems, Inc. record an anticipated workshare scope — expressed in staffed positions by labor category and work breakdown element — in the teaming agreement prior to submission.
The structure is selected during teaming discussions and reflected in the executed agreement. Monarch Space Systems, Inc. does not represent that any structure has been used on any particular procurement.
Scope of Support: Selected Case by Case
Monarch Space Systems, Inc. does not offer a single, fixed proposal service. The role is scoped to the pursuit. On one competition the company may run capture; on another it may serve as proposal manager; on a third it may provide subject matter expertise inside a volume the prime owns. Some engagements combine roles. The determining factors are the size of the solicitation, the prime's own bid and proposal capacity, and the workload Monarch Space Systems, Inc. has already committed elsewhere.
Capture Management
Opportunity qualification, call plans, competitive assessment, win strategy, and gate reviews in the pre-RFP phase, with the prime retaining bid/no-bid authority.
Proposal Management
Schedule, compliance matrix, writing assignments, color team execution, and production discipline for a single submission, working to the prime's process and templates.
Volume or Section Leadership
Ownership of a technical, management, or past performance volume — or a defined set of sections — inside a proposal organization the prime already runs.
Subject Matter Expertise
Named technical contributors for propulsion, spacecraft systems, materials, digital engineering, or program control content, supporting the prime's authors rather than replacing them.
Representative Task Order Leadership
Ownership of the representative task order — the scored sample task inside the technical volume — from response architecture through engineering authorship, basis of estimate, and internal mock evaluation, under the prime's approval authority. Review & Recovery Support
Independent Blue, Pink, Red, or Gold team participation, compliance audits, and recovery of a volume that has fallen behind schedule.
End-to-End Support on Smaller Pursuits
For contained competitions — task orders, SBIR and STTR submissions, and small to mid-size solicitations — Monarch Space Systems, Inc. can carry the full capture and proposal process. Very large programs are supported in defined roles rather than in whole.
How Scope Is Bounded
- Scope is agreed pursuit by pursuit, in writing, before any work begins.
- Role selection reflects the prime's internal capacity, the size and complexity of the solicitation, and Monarch Space Systems, Inc. commitments already in progress.
- The company declines scope it cannot staff at the standard it holds itself to, and says so early rather than late.
- On large-value programs, support is provided in defined roles — capture, a volume, a discipline — not as a substitute for the prime's proposal organization.
- Committed roles are backed by named personnel and a surge plan, not by best-effort availability.

Anticipated workshare is an expression of intent between contractors. It is not a commitment by any government customer, not a guarantee of subcontract award, and not a representation that any position has been funded.
Where We Will Not Go
No contingent compensation
Monarch Space Systems, Inc. does not accept success fees, commissions, finder's fees, or any compensation calculated as a share of award value. Consideration is a defined scope of performance work at negotiated rates.
No requirement-shaping conflict
Monarch Space Systems, Inc. does not perform requirement definition, acquisition support, or evaluation support for a government customer on any procurement it later bids or supports, consistent with organizational conflict-of-interest principles under FAR Subpart 9.5.
No competing-team exposure
Monarch Space Systems, Inc. does not support more than one team on the same solicitation absent written consent from every affected party, and firewalls personnel where any adjacency exists.
No misuse of proprietary data
Teammate proprietary and competition-sensitive information is handled under non-disclosure, need-to-know access control, and configuration-managed storage. It is never carried into another pursuit.
These constraints are stated because they are the constraints a prime's contracts organization will test first. Monarch Space Systems, Inc. treats them as institutional discipline rather than as negotiating positions.
Why This Model Sits Naturally Here
The company was built by a capture and proposal professional whose written work supported prime pursuits across the NASA landscape and whose career has been spent converting proposal effort into staffed subcontract positions. That experience is the reason the model is offered: the work is familiar, the review discipline is internal, and the systems that support it already exist.
Positions won this way must then be filled and held. The Contract Surge Model describes how Monarch Space Systems, Inc. scales staff against an award, and prime integration describes how that staff is governed once on contract.
The model is also economically possible because the institution runs lean. Recurring internal business work — proposal room administration, contributor onboarding, compliance evidence, reporting — is carried by governed systems rather than by an administrative staff, which is what allows capture and proposal effort to be absorbed as investment instead of billed as overhead. The Path Forward
Conversations of this nature begin under a mutual non-disclosure agreement, followed by a scoped capability exchange and, where there is fit, a teaming arrangement that records scope, roles, and anticipated workshare in writing before any proposal work begins.
Monarch Space Systems does not identify the pursuits it supports, the primes it supports them for, or the arrangements under which that support is provided. Those discussions occur under a non-disclosure agreement. Work performed under client direction or non-disclosure agreement is not described publicly, and the company does not confirm or deny the status or scope of anything outside this published record.
