    Program & Mission Assurance Training

    Technical talent alone does not carry a federal program. This is the curriculum every person here is required to complete — the process discipline, safety obligations, and compliance practices that let a customer trust the work as much as the engineering behind it.

    Core Technical Curriculum

    Every person who touches a federal technical program is trained in the practices that program runs on. The curriculum is written against publicly available agency documentation so the vocabulary matches what a NASA technical evaluator or prime program manager already uses.

    • Systems engineering fundamentals drawn from the NASA Systems Engineering Handbook (NASA/SP-2016-6105) — requirements, interfaces, verification, technical reviews
    • Program and project life cycle practice reflecting NPR 7120.5 phases, gates, and review products
    • Technical process discipline reflecting NPR 7123.1, including technical authority and dissenting opinion practice
    • Risk-informed decision making: identification, likelihood and consequence assessment, mitigation planning, and acceptance
    • Configuration and data management: baselines, change control boards, traceability, and release discipline
    • Earned value and integrated cost-schedule performance concepts at the level required to read and act on program data
    • Reliability and mission assurance methods: FMEA, fault tree analysis, hazard analysis, and problem reporting

    Safety and Hazard-Specific Training

    Training obligations tied to hazards are conditions of assignment. No one performs work covered by a hazard control until the control's training requirement is satisfied and recorded.

    • General safety orientation and stop-work authority for every employee, without exception
    • Role-based hazard training for high-voltage and pulsed power, radiation, pressure and cryogenics, lasers, and chemical handling
    • Site-specific orientation before performing work at a customer or partner facility
    • Mishap prevention, reporting, and investigation participation practices
    • Refresh intervals defined per hazard, with assignment eligibility tied to current status

    Compliance and Institutional Training

    A federal contractor is judged on conduct as much as on engineering. Compliance training is assigned to every employee and refreshed on a defined cycle.

    • Export control awareness under ITAR and EAR, including deemed export and foreign national interaction rules
    • Information protection and cybersecurity practices aligned with NIST SP 800-171 concepts and controlled unclassified information handling
    • Business ethics, standards of conduct, procurement integrity, and gratuities rules
    • Timekeeping and labor charging integrity — how to charge, what to never charge, and how to report a concern
    • Organizational conflict of interest recognition and disclosure
    • Records management and documentation retention obligations

    Onboarding Path

    The first weeks determine whether a new engineer becomes productive or merely busy. Onboarding is sequenced so that compliance obligations, program context, and technical orientation are complete before independent work begins.

    • Day one: safety orientation, stop-work authority, conduct standards, and reporting channels
    • First week: export control, information protection, timekeeping, and records obligations
    • First month: program context, customer mission background, technical process orientation, and tool qualification
    • First quarter: assigned mentor, initial competency assessment, and first individual development plan
    • Completion evidence recorded before assignment to work requiring the training

    Role-Based Assignment and Refresh

    Training is assigned by what a person does, not distributed uniformly. A curriculum matrix maps role to required courses and refresh interval, so that assignment changes automatically change training obligations.

    When a contract, a prime, or a facility imposes a training requirement, it is treated as a deliverable obligation with the same seriousness as a technical deliverable.

    • Contract-required training identified during capture and priced into the staffing basis
    • Prime- or facility-directed training completed and evidenced before site access or task start
    • Government-furnished training completed on the schedule the sponsoring organization sets
    • Training obligations flowed to subcontractors through the procurement flow-down process

    The curriculum enforces the practices described in program execution, safety and mission assurance, the institutional safety program, export compliance, and accounting controls. Subcontractor training obligations flow through supply chain risk and compliance.
