    Engagement Structures

    Proposal support is engaged in one of three ways: fee-for-service at agreed labor rates; shared investment, where Monarch Space Systems, Inc. carries part of its own bid and proposal cost against a defined scope of performance work; or capture investment, where the company resources the pursuit as its own bid and proposal investment and the anticipated workshare is recorded in the teaming agreement before submission.

    Anticipated workshare is an expression of intent between contractors, contingent on award, customer consent, and prime discretion. No element of compensation is contingent on the outcome of a competition. The structures, and the conflict-of-interest boundaries that govern them, are set out under capture investment teaming.

    Where a solicitation includes a scored sample task, that response is developed as its own engineering product — response architecture, authorship, basis of estimate, and independent mock evaluation — as described under representative task orders. Review cycles are run in governed proposal rooms with role-based access and recorded comment resolution, described under proposal team collaboration.
